Approval of the New European Digital Identity Regulation (eIDAS 2)

The European Union is in the final phase of discussion for the approval of the new Digital ID Regulation, known as eIDAS 2. This regulation will replace the current eIDAS Regulation (Regulation (EU) No 910/2014), which has become outdated due to the lack of operability between Member States’ electronic identity systems.

What willIDAS 2 involve?

With the approval of eIDAS 2, the “European Digital Identity Wallet” will be launched free of charge. This mobile application will allow European citizens to store official documents such as ID cards, passports, driving licenses and more. Users will be able to securely identify themselves digitally in different contexts, both public and private, inside and outside their country of residence, always within the framework of the EU.

The wallet will be available to European citizens within 24 months after the approval of the regulation. All citizens will be able to download and use this application on their mobile devices. While personal use of the wallet, including non-professional e-signatures, will be free of charge, companies could face fees depending on their business model.

Acceptance obligations

The portfolio documents must be accepted by the public administrations of the Member States. In addition, large online platforms, such as Amazon and Facebook, will be obliged to accept this tool to authenticate their users.

Protection of personal data

The new regulation states that wallets must be designed to minimize the sharing of personal data. This means that users will only share the information strictly necessary for each transaction, in line with the data minimization principle of the European Data Protection Regulation. For example, a person will be able to prove his or her age without the need to show other personal data.

Pilot projects and benefits

The European Commission has co-funded four pilot projects to test the wallets in everyday situations, such as identification in public and private services, payment authorization and electronic signature of documents. It is estimated that the use of the digital wallet will benefit 80% of European citizens.
